Ganesh Nepali’s mortal remains to be recovered from hospital after agreement to provide relief to family members

Kathmandu. A nine-point agreement has been reached between the government, Kathmandu Metropolitan City and the victim’s side regarding the death of Ganesh Nepali, 25, of Soru Rural Municipality-1 in Mugu district.

The agreement was signed in the presence of Chief District Officer of Kathmandu, Ishwor Raj Poudel, on Sunday. Nepali died while undergoing treatment at Bir Hospital on July 26. The two sides sat in talks to resolve the disputes and demands that arose over the incident.

Key points of consensus:

Formation of Independent Investigation Committee: The Government of Nepal will form an independent probe committee under the convenorship of former Justices as soon as possible to investigate the facts and impartial investigation into the incident. The committee has to submit its report to the government within 7 days of its formation.

Declaration process for declaring the deceased Ganesh Nepali a martyr: The Government of Nepal will take necessary decision regarding the declaration of the deceased Ganesh Nepali as a martyr on the basis of the existing laws, past practices and the report and recommendations of the probe committee to be formed.

Suspension of Municipal Police Personnel: The District Administration Office will write a letter to the KMC to suspend the employees of the Metropolitan Police Force of Kathmandu Metropolitan City (KMC) who were on the front line of duty on the day of the incident until the report of the investigation commission is received.

Employment and provision of higher education: As per the decision of the upcoming executive meeting of Kathmandu Metropolitan City, the wife of the deceased, Ekmaya Nepali, will be guaranteed employment on the basis of her qualifications and capacity. The KMC will bear all the expenses required for the higher education of the daughter of the deceased.

Appropriate relief and health insurance: Appropriate amount will be provided to the dependent family of the deceased as relief after a decision will be taken from the next executive meeting. In addition, the Ministry of Health and Food Hygiene will provide health insurance to the affected families.

Funeral and accommodation expenses: The victim’s side will assist in the legal process including receiving the dead body and post-mortem. The metropolis will bear all the expenses of the last rites and funerals of the deceased. As per the agreement, KMC will bear all expenses incurred while staying in Kathmandu and transportation of the family members of the deceased during the last rites.

Chief District Officer of Kathmandu, Ishwor Raj Poudel, and Chief Administrative Officer of Kathmandu Metropolitan City, Saroj Guragain, signed the agreement on behalf of the government and local levels.

Similarly, his wife Ekmaya Nepali, father Chinne Nepali, mother Sauri Nepali, elder brother Madan Nepali, sister Sundari Nepali and committee members Bhakta Bahadur Rawat, Dharma Raj Shahi, Man Nepali, Prabal Kumar Chaulagain, Nawaraj Neupane, Padam Nepali, Ashish Devkota and Sarjan Baral have also signed on behalf of the victims’ family and talks committee.
