Kathmandu. The government has issued strict directives to manage and secure casino operations.
The Department of Tourism has issued a 12-point directive in the name of casinos. The circular has given instructions about the rules and regulations to be followed by the casinos as well as the security arrangements.
The Department has said that its serious attention has been drawn to the complaints and complaints that the casino has not fully complied with the conditions, standards and directives required to be followed by the law. The circular directs the casino companies to mandatorily follow the provisions mentioned in the Money Laundering Prevention Act, 2064, Tourism Act, 2035 and Casino Rules, 2082.
Here are the 12-point instructions
- Full compliance with the Directive (including First Amendment) issued by the Department of Tourism to the Casino Entrepreneurs (including First Amendment) on the prevention of money laundering and terrorist financing,
- Foreign currency transactions shall not be allowed without permission from Nepal Rastra Bank,
- Casino Rules, 2082 and Directive (including First Amendment) issued by the Department of Tourism to the Casino Entrepreneurs (including First Amendment) on the Prevention of Money Laundering and Terrorist Financing, 2082 shall be submitted to the Department regularly

- Casino Player Customer Identification System, Biometric Details to be updated as specified and made available as requested by this Department,
- CCTV camera records to be kept for at least 6 months to record all activities at the casino venue,
- Casino may not be operated by agreement with a third party or by any other means (subcontract),
- Casinos shall be prohibited from operating in any place other than permitted places,
- } Before the licensee pays the money winnings from the casino to any player, the contingent profit tax must be deducted immediately from the amount won by such player on the same day in accordance with the prevailing law,
- After the deduction of accidental gains tax, the licensed company should issue a certificate of accidental gains tax deduction to the player and immediately send the details of the same to the concerned Inland Revenue Office and report the same to this department,
- Prohibited from playing any game based on the Internet or online,
- Adequate security inside and outside the casino and hotel premises,
- } The directives of the local security bodies should be fully complied with as per the law and action will be taken immediately as per the law if the casino is not found to be correct while monitoring the casino on the basis of risk as per the Detail of Immediate Corrective Activities to be removed from the Nepal Grey List, 2082.
