Kathmandu. Nepal Rastra Bank (NRB) has made the national identity card mandatory for opening wallets.
The central bank has amended the unified directive issued by the payment service provider (NRB) for the licensed institutions of payment service providers. Now, the licensed institution of the payment service provider will have to make arrangements to open the wallet by verifying the details of the national identity card as per the electronic record of the national identity card in the case of Nepali citizens.
Similarly, the organization will have to self-declare whether the wallet user’s national identity card details are available by mid÷October 2083 or through mobile application or other appropriate means. In the case of a Nepali citizen who has obtained the national identity card, the national identity card number of the concerned wallet user should be updated by mid-October 2083.
Similarly, in case of Nepali citizens who have not been able to obtain the national identity card, arrangements should be made to inform the concerned wallet users every month through a mobile application or other appropriate means to update the customer identity by obtaining the national identity card. Nepali citizens residing abroad can also open their wallets by acquiring any documents other than the national identity card or national identity card number while staying abroad. The licensed institution should obtain the details of the national identity card and update it within 35 days of the return of the wallet user.
Similarly, in case of disabled and helpless citizens, they will be able to open wallets and carry out transactions by attaching any documents other than national identity card or national identity card number.
These provisions did not exist before.
