Kathmandu. The Ministry of Home Affairs has issued a five-point circular to the District Administration Offices regarding facilitation and effective service delivery. In a circular issued by the ministry’s Joint Secretary Anand Kafle, it has been stated that the circular has been issued to provide service to the service recipients in a middleman-free, fast, simple and effective manner.
As per the circular, directives have been issued to monitor and take legal action against those involved in collecting money illegally in the name of helping and facilitating service seekers around the government offices.
Apart from this, priority should be given to the service delivery to people with disabilities and disabled people, pregnant women and women with small children, senior citizens and service seekers who have come to receive services from far away. The circular further states, “All types of applications and forms used by the District Administration Office from the Citizen Help Desk, online form filling service for national identity card and passport service, photocopy and scan service, and the service of receiving and receiving and printing records by email will be provided free of cost.” ’
The circular also directs all the government and non-government offices in the district to provide free assistance from the citizen help desk as per the nature of the service of the concerned office.
Similarly, the notice and information required by the service seekers and the procedural issues should be disseminated regularly through the office’s website, social networks and other appropriate means for increasing the effectiveness of the service delivery.
