Discussion between Nepal Insurance Authority and Sichuan Health Security Administration of China on health insurance

Kathmandu. Kathmandu: Nepal Insurance Authority (NEA) and Sichuan Health Security Administration of Sichuan Province of China held a high-level discussion on health insurance at Chengdu in Sichuan Province today.

A team led by Sharad Ojha, chairman of Nepal Insurance Authority from Nepal and Zhang Hefeng, deputy director general of Sichuan Health Security Administration from China, held discussions on health insurance, health insurance system, health insurance policy and structure and health security.

Measures to ensure the sustainability of health insurance, improvement in payment system, protection provided by insurance, private sector health insurance schemes, methods to provide easy and accessible services to citizens, collaboration between public and private sector in health security, transparency in service acquisition, increasing trust in insurance and increasing the effectiveness of health insurance through the use of digital technology were discussed in detail. ।

Zhang Hefeng, deputy director general of China’s Sichuan Health Security Administration, said that health security in Sichuan province has been classified into three parts, basic health care facilities in the first phase, treatment facilities for deadly diseases by paying additional premium in the second phase and medical assistance in the third phase.

Deputy Director General Zhang said that the facilities provided to the citizens are added according to the financial condition of the organization, adding that the government health protection scheme provides health insurance to the citizens for the treatment of non-risk diseases and provides medicines and basic medical services used regularly under the government health security and basic services.

He also said that the internal control system has been strengthened to prevent false and fake claims and provision has been made to impose high fines and strict action against the health institutions making false claims.

Deputy Director General Zhang said that under the government health protection, the service is added on the basis of the financial condition of the organization and the financial assistance provided by the government and there are many facilities in the insurance sold by the private sector insurance companies.

On the occasion, Chairman of Nepal Insurance Authority Sharad Ojha inquired about the difference between government health protection scheme and private sector health insurance and the sustainability of government health protection system.

Chairman Ojha said that the NRA would take into account the experience of Sichuan province while implementing the health insurance policy in Nepal.

Zhang Hefeng, Deputy Director General of Sichuan Health Security Administration of China, Li Yajun, Head of Planning, Finance and Regulation Division, Li Rui, Head of Benefit and Security Division, Wang Yigo, Head of Medical and Pharmaceutical Services Management Division, Li Zhengkui, Head of Operational Guidance Division and Jiong Wengwing, Deputy Chief of Medical and Pharmaceutical Prices and Bidding Procurement Division were also present on the occasion.
