Kathmandu. Nepal Stock Exchange (NEPSE) has been without a chairman for almost two months. However, the Ministry of Finance has shown little interest in appointing a new chairman in NEPSE.
There are many policy provisions that need to be brought on the shoulders of NEPSE. However, in the absence of a chairman, no matter has moved forward.
Nepse has also prepared the bye-laws of the SME platform asked by the Securities Board to be implemented. However, the bye-laws have not been submitted to the NEPSE Board of Directors for months.
On the other hand, the Securities Board has directed NEPSE to prepare the necessary action plan for the restructuring of NEPSE. This action plan is almost ready, but it has not been able to go to the board of directors in the absence of a chairman.
On the other hand, NEPSE has also prepared the policy and program for the next fiscal year. However, it has not been approved in the absence of a chairman.
Some other policy changes are being discussed in NEPSE. A NEPSE official said that such issues are being limited to ‘tea talk’ in the absence of a chairman. “No policy will move forward until the chairman comes, and tea will be limited to gossip, but those important issues,” the official said.
Joint-Secretary of the Finance Sector Management and Institutions Coordination Section under the Ministry of Finance, Sewantak Pokharel, said preparations were underway to send a new chairman to NEPSE soon. He claimed that the policy decision to be taken by NEPSE has not been stopped due to lack of chairman. “Even if there is no chairman, a meeting of the NEPSE board of directors is being held under the leadership of one of the directors,” he said.
While Joint Secretary Pokharel said this, one of the directors of NEPSE made it clear that even if a meeting of the board of directors was held, it could not move forward in taking a decision. “It seems that a meeting of the board of directors was held once After Shobhakanta Poudel left NEPSE,” he said.
