The government’s promise to expand health services in the fiscal year 2082-83

Kathmandu. Next fiscal year 2082. In 2083, the government unveiled some important and ambitious policies and programs related to health services under social security. President Ram Chandra Poudel presented the policies and programmes before the House of Representatives on Friday.

1. Under the Healthy Nepal Campaign, all aspects of the medical system will be developed by adopting both preventive and curative methods. Cooperation will be made among the federal, provincial and local levels to provide quality basic health services to all citizens.

2. The development of the health system will be done on the basis of population, geography and disease burden.

3. The Federal Health Service Act will be formulated for the management of health manpower and quality services and the National Quality Accreditation Authority Act for regulating the quality of health services.

4. Intensive burn treatment and heart disease services will be expanded in all seven provinces. Specialist services will be operated in remote areas.

5. Programmes will be conducted by declaring the month of February every year as non-communicable disease screening month.

6. The services of cancer and kidney transplant treatment will be expanded at the state level.

7. HPV vaccine for cervical cancer and free cancer treatment for children under 14 years of age will be provided.

8. A state-of-the-art National Neuroscience Centre will be established in Kathmandu for the treatment of brain, spinal, mental and neurological diseases.

9. General nursing program will be conducted to ensure the supply of manpower in the health sector. Provision will be made for reservation in medical education to the oppressed and marginalized communities.

10. The scope of treatment will be expanded by integrating the health insurance system.

11. The facility bag will be revised to make arrangements for the treatment of serious diseases through insurance.

12. The Health Insurance Board will be restructured for good governance and financial stability of insurance services.

13. Basic and essential medicines provided by the government will be added to the insurance system to reduce the expenditure on the insurance system.

14. The services of all health services and treatment facilities including Social Security Fund, Employees Provident Fund, Citizen Investment Fund will be made effective to address the shortage of resources by integrating all the scattered health services.

15. The citizen app will be revamped so that all government hospitals can be connected to the same online service.

16. Production of basic and essential medicines will be promoted. An integrated act on medicines and health supplies will be formulated.

17. Bidushi Yogmaya Ayurveda University will be brought into operation as an Academy of Ayurveda Studies to strengthen Ayurveda health services and promote alternative medical methods.

18. Public health surveillance systems will be strengthened to prevent infectious diseases and respond to epidemics.

19. A Climate Health Resilient Unit will be developed to address the health challenges of climate change. It will carry out studies and research on the treatment to be adopted in the field of civil health in a way that is conducive to the changing climate.

20. A population policy will be formulated so that the population growth rate does not fall below the rehabilitation rate.

21. The health and demographic registration system will be integrated with the integrated health information system.

These policies and programs announced by the government to improve the quality of health services and expand access to services are related to policy reform efforts to make the best use of available resources rather than the need for resources. Integration of health services, online delivery of treatment services, integration of social security programs, etc. are issues related to the compatibility of services already in operation.
