Kathmandu. Nepal Insurance Authority (NEA) Chairman Sharad Ojha has taken the decision to form a bench in the AUTHORITY. Almost a month and a half after the NRA announced the formation of the bench as a quasi-judicial body through the Insurance Act, 2079 BS, the bench has not come into operation.
The AUTHORITY had announced that it would hear the case in the bench from April 1. However, the procedure related to the operation of the bench has not been finalized yet. The Board of Directors of the AUTHORITY had decided to run a bench to hear the complaints registered with the AUTHORITY on March 27, 2081.
NeA had said that it would also launch an online login service so that it could get information about the date and progress of the case through online medium. The AUTHORITY had informed that the date of hearing of the pending petitions, the progress of the case, the plaintiff-defendant, the verdict of the case and the full text of the verdict will also be made public through the online portal.
After the establishment of the bench, a judicial committee comprising three out of the five-member board of directors of the AUTHORITY will hear and decide the complaints filed with the AUTHORITY regarding insurance claims. Although the presence of the Secretary of the Ministry of Law is considered mandatory for the operation of the judicial bench, there is no clear legal provision in this regard. During the hearing in the bench, the general public will also be able to argue their case by appointing a lawyer.
Insurance Authority’s Information Officer and Director Nirmal Adhikari said that necessary infrastructure and procedures are being prepared to run the judicial bench. “It was supposed to be started from April 1, but it could not be brought into operation due to lack of procedures and infrastructure,” he said. ’

In recent times, the number of disputes between the insured and the insurer over the issue of insurance claims has also gradually increased with the increasing trend of insuring large sum insured. Due to the increase in the number of complaints, the insured has become aware of the claim process. Apart from this, complaints have also increased due to the fact that the insured cheats while insuring the life insurance of a large sum insured and the insurer rejects the claim in case of suspicious death.
Looking at the statistics of the last six years, the number of complaints has increased. According to nea’s data, the fiscal year 2075. A total of 100 cases were registered in 76. fiscal year 2019/20. 126 in 77, 2077. 137 in 78, 2078. 155 in 79, 2079. A total of 155 cases were registered in 2017.
According to the data published by the Insurance Authority, the last fiscal year 2080. A total of 244 complaints were registered with 81 authorities. At the end of the last fiscal year, the number of complaints pending with the AUTHORITY had reached 437. More complaints have been added in the current fiscal year.
The AUTHORITY has also provided the facility to register complaints through its website for complaints related to insurance claims or insurers. The aggrieved party can also register their complaint or complaint with the AUTHORITY by e-mail or through phone.
