NEA Chairman Ojha proposes recruitment of 109 employees without ‘O&M’ survey

Kathmandu. Nepal Insurance Authority (INSURANCE AUTHORITY) Chairman Sharad Ojha has proposed to recruit a jumbo team of 109 people without conducting a survey on organization and management-O&M.

Chairman Ojha has submitted a report to the Ministry of Finance to prepare a report on the needs of the employees through the Secretariat without the O&M. Ojha had approved the report submitted to the Ministry of Finance at a meeting of the NRA’s Board of Directors on May 15.

According to an employee who has seen the draft of the report prepared for the creation of new posts, out of the 109 people to be added, one executive director, three more directors, 17 additional deputy directors, 52 additional assistant directors, 36 assistant first and one path office assistant have been proposed. A total of 172 human resources are currently working in the NEA. Of them, 50 have been appointed on contract.

The Ministry of Finance has approved the existing organizational and management structure of the NRA in November 2081. The current structure has been prepared on the basis of a report given by the Staff Training Academy (Staff College).

Less than six months after the approval of the latest structure by the Ministry of Finance, NEA Chairman Ojha has proposed to almost double the nea’s manpower with additional posts, giving high priority to the recruitment of new employees.

Nepal Insurance Authority (NEA) Executive Director and Spokesperson Sushil Dev Subedi has said that the proposal has been made to increase the number of posts on the basis of need and justification.

Chairman Ojha has also planned to restructure the AUTHORITY in the business plan submitted before the appointment, arguing among the employees that the new posts have been created on the basis of that.

Spokesperson Subedi claimed that the office-bearers of the two parallel employees’ unions active within the NRA could not even get any information about it even before submitting the report of the creation of additional posts to the Ministry of Finance.

It is said that after chairman Ojha submitted the report, they finally got a tip-off about the report from the gossip going on in the chairman’s secretariat. “There is a proposal to add such a large number of posts,” an office-bearer of the union told Insurance Khabar. We are not silent on this. ’

Based on the report of the Staff College, the O&M approved by the Ministry of Finance in October 2081 had created the posts of three deputy executive directors under the executive director and above the director. In the report submitted by Ojha, it has been proposed to add two executive directors (including one more) and three directors instead of deputy executive directors.

The appointment of parallel staff at the executive director level itself can lead to the risk of sowing the seeds of conflict. The activity seen in a short time for the creation of additional posts has challenged the O&M report prepared by the expert team of the staff college.

Interest of authority employees

The Executive Director of the AUTHORITY is the authority empowered to advise the Chairman on the policy decisions of the AUTHORITY and direct the day-to-day administrative work. The employees have expressed concern that the seeds of conflict are being sown forever at the leadership level of the NRA by creating a parallel post of executive director. Union officials say that if more than one officer is appointed in the executive post, then there is no point in saying executive.

Apart from this, due to lack of adequate business for the directors and deputy executive directors proposed in the posts, the organization will not only be burdened with unnecessary expenses, but also the chances of getting promotion opportunities are more due to lack of qualifications. After the approval of additional posts, it has been assured that the manpower appointed on contract basis under the pressure and influence of the leadership of the political parties in the provincial office will be bid farewell.

The management is planning to bid farewell to insurance analysts, information technology experts and law graduates and contractual manpower who require vis-specific technical skills. It will not be easy to bid farewell to contractual manpower on the basis of political access. If this happens, there will be a burden of unnecessary manpower on the AUTHORITY.

What is the process of adding posts?

It has been argued in the report that the old report prepared for the AUTHORITY by the Staff College has also been made the basis so that the decision to increase the posts is not disputed.

According to directive number 7 of the Organization and Management Survey Directive- 2066 BS, a detailed survey should be carried out in case of significant and significant changes, adjustments and improvements in the overall organizational structure, procedures, positions and management of government bodies. Ojha created the new posts without consulting experts and conducting a detailed survey. He has included some of the posts in the report given by the Staff College to give legitimacy to the new organizational structure.

In the first phase, the Human Resources Department of the NRA should submit a report to the management with the opinion that the number of employees and the workload is not balanced or the workload is high.

After studying the proposal received, the management should decide to conduct a survey regarding the organizational and management structure regarding the addition of staff vacancies. Non-conflicting interest groups should be included in the survey. The NRA had given the responsibility of preparing the report of the new posts to the aspirants for promotion.

Based on the report received from independents and experts, the top management of the concerned organization should approve and implement the new organizational structure or take prior approval from any taluk body.

Provincial office in Bagmati

NeA, which has established provincial offices in provinces other than Bagmati out of the total seven provinces, is also preparing to set up bagmati province office. According to the information received, in the first phase, there is a plan to operate a separate provincial office in the headquarters building of the NRA.

There is a plan to shift the provincial capital to Hetauda shortly after the operation of the office. NeA has assigned the responsibility of leading the provincial office to the deputy director.

Employees remain to be filled from old posts

As per the sanctioned strength of nea, 10 more employees are in the process of being appointed. There is no minimum infrastructure (table, chair, computer, fan, AC) required for the performance of nea headquarters. At 31 degrees Celsius temperature in the Valley, the employees are not able to sit comfortably inside the office.
