The ministry plans to deduct 1 percent from the salary of all levels of public representatives, civil servants, and employees working in the organized sector who receive salaries and allowances from the state fund and add an equal amount from the government and employer bodies and deposit it in the Health Insurance Fund and join them in the compulsory health insurance. The ministry also has an action plan to create packages to include the private organized sector, the informal sector, and foreign tourists in health insurance.

The Health Insurance Board has been instructed through the action plan to make arrangements to conduct new registration and renewal of insured persons through online technology within the next 6 months. The ministry has stated that it will continue the model local level announcement program for the health insurance program.

The action plan of the Ministry of Health includes removing the duplication of identity cards currently being used for health insurance affiliation. The ministry has stated that it will make arrangements to save a certain percentage or amount of the unused benefits from the premium paid by the insured in a fiscal year to be used in the future if the insured needs to seek treatment for complex diseases.

The ministry also has an action plan to consider citizens with chronic diseases as a separate unit and include them in health insurance.

At the program, Health Minister Pradeep Poudel said that health insurance can be managed without additional burden on the general public and that the government is moving in that direction. He informed that the implementation of the action plan, which can be done through the ministry and the Health Insurance Board, has been taken forward.
