Kathmandu. The Ministry of Health and Population has prepared a draft of an integrated bill to streamline the operation of half a dozen health science institutes.
The Ministry has made public the bill to integrate the institutes of health sciences for the information of the stakeholders and urged them to give suggestions on the draft of the bill.
According to the Ministry, after the promulgation of the Unified Act, educational programs can be run in hospitals, educational institutions can be established and operated under the Unified Act in the provinces where the institutions have not been established. The unified act will abolish all the vice-chancellors, rectors, registrars and deans appointed in different institutions and provide for only one vice-chancellor, rector, registrar and dean.
The Ministry has expressed the belief that this act will maintain uniformity in the functioning of the establishments, service conditions and facilities.
The ministry will submit the draft of the proposed bill to the Council of Ministers after necessary amendments based on suggestions. With the decision of the Council of Ministers, the bill will be registered in the federal parliament for discussion. After discussion and amendment in both thematic committees and both houses of parliament, the bill has to be passed by the parliament on the basis of majority.
The bill passed by the Parliament will finally come into force as an Act after the President certifies it.
In the event of the enactment of the Act, six health institutions under the Ministry of Health will be operated and regulated under the Act itself.
National Academy of Medical Sciences (NAMS), BP Koirala Academy of Health Sciences, Patan Academy of Health Sciences, Karnali Academy of Health Sciences, Pokhara Academy of Health Sciences and Rapti Academy of Health Sciences will be included in the draft. With this, all the six institutes will be converted into study institutes.
It has been proposed to have vice-chancellor, vice-chancellor and vice-chancellor in the unified academy.
