Kathmandu. A complaint has been filed with the Commission for the Investigation of Abuse of Authority (CIAA) to investigate the appointment of Bishwanath Poudel as the governor of Nepal Rastra Bank( NRB).
According to the complaint filed in the name of civil servant Nepali, a person who did not meet the criteria of The Nepal Rastra Bank Act, 2056 has been appointed as the governor. According to the Act, while recommending the appointment of governors, three names of eminent persons and deputy governors in the field of economic, monetary, banking, financial, commercial management and commercial law have to be recommended to the Council of Ministers.
According to the complaint, Poudel has been appointed as the governor so that the arrangement could not be verified. “Whose educational degree does not confirm the basis of any of the qualifications mentioned,” the complaint states, “because the certificate submitted by Poudel shows bachelor’s level in software engineering, master’s level in resource agriculture and phd in resource agriculture.” ’
According to the complaint, Poudel’s title does not confirm the subject matter expertise and qualifications required for the governor’ post. “Therefore, poudel, who does not have thematic expertise as the head of a highly sensitive institution of the economy like the Rastra Bank, cannot ignore the possibility that the economy will be at risk. ’
According to the complaint, Poudel does not have the experience of working in the concerned field. “He has only experience of working as an assistant professor (under-secretary) at Kathmandu University,” the complaint states.
According to the Rastra Bank Act, members and office-bearers of political parties are ineligible to be appointed as governors. “However, Poudel participated in the last Mahasamiti meeting as a mahasamiti member of the NC and became the official candidate of the same party. He was defeated by securing the third position in ward no. 1,” the complaint stated.
Similarly, the Act provides that a person holding 5 percent or more shares or voting rights in a commercial bank or financial institution will be ineligible to be appointed as governor. “However, it has been learnt that Poudel is the founder shareholder of Sanima Bank,” the complaint said, adding, “In this way, it cannot be speculated where and where Sushan will go after making the founder of the commercial bank the head of the regulatory organization.”
The complaint has demanded that action should be taken after investigating these issues.
