Kathmandu. Employees of Nepal Insurance Authority (NEA) have started the first phase of protest from December 17, saying their seven-point demands have not been addressed.
NEA employees said that they had to resort to the agitation after the problem was resolved despite giving a 21-day ultimatum on January 14 and a 7-day ultimatum on December 7 to address their demands. The protest has been jointly organized by Nepal Insurance Authority, Employees Union and Employees Association.
According to both the organizations, they will protest by wearing black bands and putting up black banners in the office premises for 4 days from today. The two organizations will review the achievements of these programs and revise them and make them more robust as per the need in a phased manner, according to a joint statement issued by both organizations.
The employees had submitted a written demand on November 15 and November 26 regarding career development, capacity development, creation of new opportunities, promotion, transfer, training and facilities among others. The union had issued a seven-day ultimatum warning to start a sequential strike from December 11 as the union management did not take any initiative for 21 days.
Here are the demands{

- The Authority should implement the report along with the services and facilities and new positions (new structure, organization) structure and implement the report approved by the Board of Directors on May 26 and 16, 2082 and move ahead with the process of fulfillment of the posts.
- Since insurance is a technical subject, the post of Deputy Director will be filled only through internal competition and performance evaluation process by amending the employee exchange list as there is no availability of manpower as per the requirement of the organization while filling the post through open competition.
- Provision should be made only on the basis of the recommendation committee to ensure that the employees have the opportunity to learn, develop capacity, improve the work environment, listen to the complaints of the employees and increase the morale of the employees and to avoid any kind of dispute in the future.
There should be a maximum term limit for the post of director.
- Arrangements should be made to formulate a succession plan of the Authority and implement it as soon as possible.
- Re-engineering should be done through international level institutions for the institutional improvement and development of the NRA.
{{TAG_OPEN_li_22} As the technical and administrative groups are not clear in the Employees By-laws, there is a situation where it can create problems and disputes in the near future, so the provision of provincial transfers and geographical organs to resolve these issues on time should also be clarified and policy arrangements should be made.
