What will be the impact of CIB entering the insurance sector to investigate fake certificates?

Kathmandu. KATHMANDU: The Central Investigation Bureau (CIB) of Nepal Police is to initiate investigation into the case of some high-level employees of insurance companies using fake or fake educational certificates.

The issue has taken a serious turn after complaints were received at the Commission for the Investigation of Abuse of Authority (CIAA) regarding the educational qualifications of the employees of the top management of insurance companies. As per the directive of the Commission for the Investigation of Abuse of Authority (CIAA), Nepal Insurance Authority (NIA) had directed the insurance companies to submit documents related to the educational certificates of the employees working at the higher level than the departmental head. Based on the documents, the CIB has been assigned the investigation to the CIB.

According to sources, the CIB’s investigation will mainly focus on the employees who were appointed or promoted to the highest level using fake educational certificates.

If it is proved that the person has received employment or promotion on the basis of fake educational certificate, the salary, facilities and allowances taken during such period will have to be returned. Not only this, there is a legal provision of fine and imprisonment. If such an offense is found in government and public concern institutions, charges of fraud against the state will also be imposed.

Not only in the insurance sector, but also in the health sector, the CIB has investigated similar cases. The CIB had filed cases against some doctors who had passed MBBS examinations and higher education on the basis of fake academic certificates. The people involved were brought to book after it was confirmed that fake certificates were used in these cases.

According to the directive on corporate governance of the insurance company, the senior officials and employees of the insurance company are required to meet minimum educational qualifications (bachelor’s degree or master’s) and professional experience.

The CIB’s investigation is expected to strengthen corporate governance in the insurance sector and discourage the tendency to take jobs on the basis of fake certificates in the future.

Managing Director and Spokesperson of the Insurance Authority, Sushil Dev Subedi, said that the authority has been taking action after investigating such incidents in the insurance sector. “Getting a job by submitting fake educational certificates is both a crime,” he said, adding that the NRA has been investigating and taking action against them. ’

Subedi said that if the NRA does not comply with the investigation, it will recommend to the CIB and other bodies for action. “Such fraudulent activities have been stopped to a large extent now,” he said, adding, “Transparency and corporate governance will be maintained if the fraudsters are investigated and taken action against the fraudsters.” ’

Subedi said that work procedure is also being prepared to stop such anomalies. “The responsibility of controlling such works will be the responsibility of the concerned company and the responsible officials once the work procedure is formulated,” he said.
