Power purchase agreement (PPA) will be signed as per the take-and-pay concept of river flow-based (ROR) hydropower project in the budget unveiled on May 15. The energy entrepreneurs, who submitted a memorandum to Prime Minister KP Sharma Oli on June 14, had also sent sms to Prime Minister Oli, Deputy Prime Minister and Finance Minister Bishnu Poudel, Energy Minister Deepak Khadka and Nepal Electricity Authority Executive Director Hitendra Dev Shakya on June 14, urging them to cancel take-and-pay.

On June 14, all energy entrepreneurs wrote a message on social media demanding the scrapping of Take and Pay on black banners.

Although there were reports that top leaders, including ruling partner Nepali Congress President Sher Bahadur Deuba and Prime Minister Oli, have agreed to amend this point after Energy Minister Deepak Khadka insisted that the Take and Pay PPA should be amended, IPPAN continued to take precautions by sending SMS to the chief whips as per the schedule of its gentle movement.
