NEA issues 8-point directive to co-operative societies

Kathmandu. The National Cooperative Regulatory Authority (NRA) has tightened the general assembly of the cooperative societies.

The NEA has issued an eight-point directive stating that it is necessary to maintain good governance by making the general assembly of the cooperative society member-centric and economical. The AUTHORITY has issued instructions regarding the general meeting of the co-operative societies dealing with the main business of savings and loans as follows:

Non-member employees or office-bearers of any body directly or indirectly related to the registration, regulation, monitoring or supervision of the co-operative society should not participate in the general assembly of the co-operative society dealing with the main business of savings and loans. On the contrary, the participation of such officials is considered a conflict of interest.

Invite non-member persons or office-bearers to the AGM without spending time in formal events such as inaugural session, seating or guest speeches.

If any consultation is required or member education is required from the upper association where the co-operative society is affiliated, only a minimum number of non-member representatives or resource persons can be invited to provide consultation or member education at the beginning of the General Assembly.

In case a new working committee has to be elected in the General Assembly, the human resources required to conduct the election along with the election sub-committee can be present.

In order to maintain austerity in the organization keeping in mind the interests of the savers, do not spend extravagantly on activities such as inauguration, hospitality, transportation expenses, participation allowance, guest gifts, banquets (except for the usual lunch of the members as needed) in the General Assembly.

The general assembly should be organized in a place where the members are required within the scope of the co-operative society.

The co-operative societies dealing in the main transactions of savings and loans will hold a general meeting in accordance with the prevailing law and this directive and within a month of that, the electronic system (e-mail address: Bammshal2lachab) in the AUTHORITY.
