Kathmandu. Deputy Prime Minister and Finance Minister Bishnu Prasad Poudel has said that it would be against the spirit and spirit of the constitution and federalism for the union to do the work done by the local level and provinces.
In a discussion held by the Ministry of Finance with the Ministry of Land Management, Cooperatives and Poverty Alleviation regarding the budget for the fiscal year 2082.83, Finance Minister Poudel said that the work done by the local level and provinces should no longer be done by the union. In the constitution issued by the Constituent Assembly in 2072 BS, the sole rights of the union are mentioned in Schedule 5, the sole rights of the provinces in Schedule 6, the sole rights of the local level in Schedule 8, and the common rights of the union and provinces in Schedule 7 of the constitution.
Similarly, Schedule 9 mentions the common rights of the union, provinces and local levels. The report further elaborates on the rights mentioned in the constitution.
Finance Minister Poudel urged that programs be submitted in the new budget only within the boundaries of the federal government. He also urged that budget and program proposals be submitted to address cooperatives, land fragmentation, barren land, temporary settlements, protection of public land, land banks, digitalization of records, etc.
The Finance Secretary, Land Secretary, departmental heads, and others were present in the discussion. Earlier, the Finance Ministry had held discussions with the Ministries of Physical, Urban, Energy, Health, Industry, Drinking Water, Federal Affairs, and Agriculture regarding the preparation of the new budget.
