IPPAN announces protest as govt not serious on ‘Take and Pay’ PPA amendment

Kathmandu. IPPAN has announced agitation programmes after the Finance Minister was not positive about removing the provision related to ‘Take and Pay’ PPA.

IPPAN has announced the protest programmes after the bank did not invest in the take-and-pay (Liu and Tir) power purchase system, which has been trying to wipe out the private sector,which accounts for more than 80 per cent of nepal’s power generation capacity of 3,600 MW. A press release issued by IPPAN said, “At a time when the private sector is investing aggressively in the energy sector, the Government of Nepal is investing in the upcoming fiscal year 2082. The announcement in the budget and program made public on June 1, 2082 for the year 83, that PPA will be done on the take-and-pay basis of the run-of-the-river project, has closed the way for the construction of more than 350 projects of 17,117 MW capacity and the investment of Rs 66.22 billion from the private sector in it will also be submerged. Ippan has announced the first phase of the agitation programme as it was not serious about fulfilling the demands of any body after meeting with the former Prime Minister, Energy Minister, Finance Minister, Chief Secretary and submitting a memorandum. ’

According to IPPAN, a memorandum will be submitted to the Prime Minister, Energy Minister and Finance Minister once again on June 10, sms will be sent to the Prime Minister, Finance Minister, Energy Minister and Executive Director of Nepal Electricity Authority on June 17, a message will be written on social media on June 17 asking them to withdraw the take-and-pay PPA policy, on June 14, a joint opinion will be made public after discussions with various associations of the private sector about the impact of Take and Pay. Ippan’s acting president Mohan Kumar Dangi said they have decided to send sms to the speaker and chief whip to withdraw the take-and-pay.

Dangi also said that if the Take and Pay PPA is not removed by the time the budget and programs are approved by the House of Representatives, they will launch a strong movement to hand over the keys of the project to the government in the second and third phases.
