Insurance Authority employees to go on phase-wise strike

Kathmandu. KATHMANDU: Employees of the Nepal Insurance Authority (NEA) have decided to start a phase-wise strike from Sunday to protest against the government’s failure to address their seven-point demands. Nepal Beema Authority’s Employees Association and Union have issued a seven-day ultimatum on December 7, warning of strike.

Deepak Gyawali, chairman of the NRA, said that the final warning was issued after the NEA management did not take initiative to hold talks within 21 days given to address the four-point demands put forward jointly by both the unions. The employees had submitted a written demand on November 15 and November 26 regarding career development, capacity development, creation of new opportunities, promotion, transfer, training and facilities among others.

The union has issued a seven-day ultimatum to the union management for 21 days and threatened to start a phased strike from December 11.

A seven-day ultimatum issued jointly by Employees’ Union President Prem Hari Pokharel and Employees’ Union President Dipak Gyawali drew the attention of the management towards the seven-point demand.

  • The Authority should implement the report along with the services and facilities and new positions (new structure, organization) structure and implement the report approved by the Board of Directors on May 26 and 16, 2082 and move ahead with the process of fulfillment of the posts.
  • Since the recruitment of posts in the higher posts through open competition will not be available as per the requirement of the organization, the employees exchange list should be amended and the post of Deputy Director should be filled only through internal competition and performance evaluation process.
  • Policy provisions should be made by clarifying the provision of provincial transfers and geographical organs to resolve these issues in the near future as there is a situation where the technical and administrative groups are not clear in the Employees By-laws.
  • Provision should be made only on the basis of the recommendation committee on the issues related to the employees related to the employees such as learning opportunities, capacity development, improvement of the work environment, hearing the grievances of the employees and increasing the morale of the employees and to prevent any kind of dispute in the future.
  • Maximum term limit should be provided for the post of director.
  • Arrangements should be made to formulate a succession plan of the Authority and implement it as soon as possible.
  • Re-engineering should be done through international level institutions for the institutional improvement and development of the Authority.

The employees’ union has also formed a five-member bargaining committee. The members of the committee are Prem Hari Pokharel, Dipak Gyawali, Anurag Pandey, Sagar Acharya and Shiva Prasad Khanal.
