How are the poorest families being included in the health insurance program?

Kathmandu. The Health Insurance Board has prepared and implemented the Working Procedure- 2082 BS relating to the inclusion of the poorest families in the health insurance program.

According to this procedure, the Board will identify the poorest families on the basis of data and details collected as per the Poor Families Identification and Identity Card Distribution Guidelines, 2075 BS issued by the Ministry of Health and Population. According to the same guidelines, the Board can ask for the details of the families identified as very poor families.

It has been provided in the procedure that the details collected by the Board should be sent to the concerned state and district offices under the board for inclusion in the health insurance program.

The registration officers will have to coordinate with the local level concerned and provide the details received by the district office to the registered assistants working in the respective wards. After the registration assistant receives the details, he will have to coordinate with the concerned ward office and confirm the poorest families.

According to the guidelines, families who are confirmed to be very poor families will have to be included in the program attached to the details by the registration officer or registration assistant considering them as a unit. For this, the state facility identity card, Nepali citizenship or national identity card and in the case of minors, there should be a minor identity card.

According to the working procedure, the local level health insurance coordination committee, registration officer and the employees working on the distribution of poor identity and identity cards of the concerned municipality should facilitate in determining the target of affiliation with monitoring and evaluation of whether they are involved in this program or not.

According to the procedure, the insured has to renew the health insurance every year according to the term of the state’s facility identity card. If the state facility identity card expires if it is not renewed within the period mentioned in the Health Insurance Act and Health Insurance Rules, the insurance will be deemed to have expired and terminated.
