Government to issue digital cards to curb fraud in health insurance

Kathmandu. The government is preparing to issue a digital card with the conclusion that there has been widespread misuse of government funds through the health insurance program. Preparations have been made to issue such a card with the objective of storing all the details related to the treatment of the service seekers associated with the health insurance program in an integrated manner.

The Ministry of Health and Population has started preparations for the creation of ‘Unique Health ID’ as part of its decision to implement an integrated electronic medicine system to integrate all electronic medical details.

In terms of expenditure and management, it would be better to digitally attach such ID cards to citizen apps rather than physically printing them like citizenship or driving licenses.

Minister for Health and Population Pradeep Poudel on Wednesday decided to form a suggestion committee for the unique health ID. The committee is headed by The Ministry’s Quality Measurement and Regulation Division Chief Dr. Given to Saroj Sharma.

The committee comprises representatives from the Ministry’s Policy Planning and Monitoring Division, Law and Decision Implementation Division and The Registration Department. Information Technology Consultant Engineer Shashankshree Neupane, Health Insurance Board, World Health Organization and Confederation of Nepalese Industries are members of the committee.

The committee will study and propose methods, procedures and algorithms for creating health identification numbers under the mandate.

In the event of the implementation of the id card provision, there will be little chance of repeating the services provided by the government to the general public under the social security program. It will also be easier to cut down on the management cost of health care programs.
