Kathmandu. The Public Accounts Committee of the House of Representatives has concluded that 20 percent of the country’s political leadership and 80 percent of the bureaucracy are chaotic.
The Accounts Committee has issued its 23rd annual report. “The country’s political leadership and bureaucracy appear to be chaotic,” the report said. ’
The report also found that responsibility, accountability and duties were not performed. “These words do not have an explanation in Nepali,” the report said, adding, “The people and people’s representatives are not decisive in making laws.” ’
The committee has suggested that a people-friendly policy should not be formulated in the name of drafting the laws made by the parliament and making rules or procedures in the name of adjusting the numbers. “People’s representatives have no legal right to implement government policies, programmes and laws,” the report said.
According to the report, the majority of people with conflict of interest are at the level of policy making. The committee has suggested that it would be better to make representation on the basis of political integrity and ideology and not to involve people from the profession in policy making.
