Kathmandu. Australia is set to set up a separate platform to detect insurance fraud.
The Insurance Council of Australia (ICA) has entered into a new partnership with Shift Technologies and EXL to build a national platform for detecting and investigating insurance fraud. The initiative, managed through the ICA’s Insurance Crime Intelligence Network of Australia (ICAINA), is designed to help insurers securely share information and coordinate investigations into fraudulent patterns with an initial focus on motor insurance claims.

The platform is scheduled to be developed in early 2026. The system will use advanced analytics to provide researchers with real-time alerts about potential fraudulent activity. The platform aims to allow insurance companies to assist in the investigation of organized fraud and address repeat offenders. Insurance associations in the UK, France, Canada, Hong Kong and Singapore have implemented similar programs using Shift technology.
Andrew Gill, CEO of ICINA, said Australia’s insurance sector had long struggled to fight fraud. “But with digital advances, criminal tactics have evolved,” Gill said. By connecting insurance companies through secure, real-time intelligence partnerships, we are creating an early warning system to detect fraud patterns in the market. We will try to stop the criminals before paying the claims. ’
Emphasis on privacy and regulatory compliance

The new platform will operate under a governance framework that includes legal oversight and technical controls designed to meet Australian regulatory standards. Data shared by participating insurance companies will be protected through privacy protection methods, role-based access, and end-to-end encryption.
Jeremy Jawish, CEO of Shift Technologies, said: “Fraud perpetrated by organised gangs affects not just individual insurance companies but a wider sector. “The impact is felt by both insurance companies and their customers,” Jawish said. Together with EXL, we are bringing these powerful collaboration capabilities to ICA and its member insurance companies.” ’
