Kathmandu. The service delivery of central to provincial offices has been badly affected due to indiscriminate transfers and change of responsibilities along with the promotion of employees in the Nepal Insurance Authority.

According to service insurers, agents and insurers, the pace of service delivery of NEA has been slowing down since the second week of March.

Such a difficult situation has been created because the employees in the previous responsibility have changed their responsibilities indiscriminately by not giving the employees a chance to share information and experience about the way and process of working. Employees are complaining in a mixed tone, ‘Right man at right job’ could not be done.

When asked about the application filed by the service provider for decision or prior approval on any subject, most of the nea employees say, “You have just been transferred to the branch, your application has not been seen, it will be processed in a few days.” ’

The work has been stalled as the employees are confused about where to start work. The employees who were transferred once were transferred again within a month, so the employees are not interested in joining the work.

On the other hand, the appointment of NRA Chairman Sharad Ojha has been challenged in the judicial body and the writ is pending in the Supreme Court on the dispute of age and qualification.

Nepal Insurance Authority spokesperson Sushil Dev Subedi said the transfer and change of responsibilities of the employees is a regular process. He said, “The responsibilities of the employees of the highly sensitive and non-technical branches have been changed, it does not make much difference in service delivery.” ’

While the SPOKESPERSON of the AUTHORITY claims this, the complaints of the insurers are different. They say, “Even if there is no inquiry, there is a situation where decisions of normal nature have not been taken even for months. At the time of applying to the branch, an employee appears, when going to the follow-up, another employee is found in the same chair, the file is where it is, the delay and trouble has only increased. ’

NeA had informed that information technology has been developed to track the progress of the works to be carried out by each branch and department. However, this time the service providers have not been able to feel like any of these digital tracking systems are working.

Since a new set of employees has also been deployed in the provincial office of the AUTHORITY, they are busy getting acquainted with the insurer and understanding who has what role.
