Kathmandu. The government aims to carry forward the health insurance programme effectively. The health insurance program has been launched with the objective of providing easy and accessible health services to every person.
The Ministry of Health and Population has been conducting studies and research and making various policy arrangements to make health insurance effective from time to time. However, the government’s focus seems to have not reached the permanent structure and staff management of the Health Insurance Board.
The permanent structure of the Health Insurance Board has not been approved even after the formulation of the Health Insurance Act, 2074 BS. Due to the lack of a permanent structure of the board, the services provided by it have also been affected.
According to the white paper issued by the Insurance Board, the central office has to live in a narrow rented house in the absence of its own building. As a result, unnecessary expenditure has increased on the one hand and on the other hand, the performance has also been adversely affected.
According to the white paper, no thought has been made to get its own land for the office building. The state office and district liaison office of the Insurance Board are also operating in rented houses. As a result, it seems that the entire office has been opened for temporary purposes.
On the other hand, most of the human resources of the Health Insurance Board are contractual. “As the permanent organization structure has not been formed, there is a compulsion to approve temporary posts after completing a long process every year as the employees’ bye-laws have not been approved and permanent posts are not approved,” the white paper said. ’
According to the white paper, due to the rapid change of employees sent by the government, the institutional memory is weak and there is no one to adopt the functioning of the board. “This has hampered the institutional development of the insurance board,” the white paper said.
