After the all-party meeting, a common 10-point resolution has been presented. Apart from this, all the parties have also committed to come together to bear this hour of disaster. <\/p>\n<p>KATHMANDU: An all-party meeting today expressed deep sorrow and national sorrow over the unprecedented and unimaginable floods in the Bhotekoshi and other river basins in Rasuwa, Nuwakot, Dhading, Gorkha, Chitwan and Nawalparasi among other districts. Paying heartfelt tribute to the people who lost their lives in this unimaginable natural disaster, the parties participating in the meeting have expressed heartfelt condolences to the bereaved family members. All the political parties have unanimously agreed that the state will take the responsibility of treatment, care and psycho-social counseling for the injured people. <\/p>\n<p>This sensitive moment of disaster is not just a crisis of a geography or a government, but a time of common test of the entire nation. In this difficult situation, all the political parties have expressed their commitment to come together to protect the lives of the citizens and keep the national interest paramount. <\/p>\n<p><span style=\"color: #0000ff\"> <strong>Here are the common resolutions<\/strong><\/span><\/p>\n<p><span style=\"color: #0000ff\"> <strong>Depoliticization of relief work <\/strong><\/span><\/p>\n<p>}<\/p>\n<p>We call upon all political parties, their associations and members to provide all possible support from their respective areas in disaster management. We are clear to all the parties that the assistance provided during the disaster should not become a means of cheap popularity or political selfishness. Therefore, we call upon the people to encourage the spirit of cooperation rather than political competition while engaged in rescue and relief work. We urge the leaders, members and well-wishers of the parties to work only as purely humanitarian volunteers. <\/p>\n<p><span style=\"color: #0000ff\"> <strong>adherence to the government one-door system in financial collection{<\/strong><\/span><\/p>\n<p>}<\/p>\n<p>The collection of funds for disaster management should be transparent and systematic. We make a special appeal to all party ranks, citizens at home and abroad and well-wishers to deposit financial assistance only in the official &#8216;Prime Minister Natural Disaster Relief Fund&#8217; of the Government of Nepal or in the official account designated by the government. <\/p>\n<p><span style=\"color: #0000ff\"> {{TAG_OPEN_strong_58} Discretionary use of social media and sensitive information flow <\/strong><\/span><\/p>\n<p>Misleading information and exaggerated visuals that can spread on social media during a sensitive time of disaster can create psychological panic in the society and harm the privacy and self-esteem of those affected. Therefore, we urge all citizens and media to disseminate only authenticated information from the authorities and to use social media in a restrained, judicious and responsible manner. <\/p>\n<p><span style=\"color: #0000ff\"> <strong>Scientific Study of Glacial Lakes and Cross-Border Joint Initiative <\/strong><\/span><\/p>\n<p>}<\/p>\n<p>Due to climate change, glacial lakes in the Himalayan region of Nepal and the Tibet region of the friendly country China are at high risk of melting and explosion. This year&#8217;s flood has already indicated a bigger catastrophe in the future. Therefore, we demand the government to immediately start a detailed scientific study and mapping of dangerous glacial lakes in Nepal from now on to prevent unimaginable damage in the future. We also draw the government&#8217;s serious attention to immediately take high-level diplomatic initiatives with friendly country China to form a joint scientific and technical study mechanism to assess and mitigate the risk of glacial lakes across the border (towards China). <\/p>\n<p><strong> <span style=\"color: #0000ff\">Disaster Diplomacy and Early Warning System <\/span><\/strong><\/p>\n<p>Due to the cross-border nature of river systems, there is a need to further strengthen and institutionalize the exchange of real-time data of early warning systems between the two countries. We advise the government to develop a technology-friendly and reliable mechanism so that the people of the downstream areas can be protected from any natural disturbance in the upper riparian areas. <\/p>\n<p><strong> <span style=\"color: #0000ff\">National Unity and Inclusive Rescue <\/span><\/strong><\/p>\n<p>We highly appreciate the role played by the local level as the first responder in disaster management. We urge them to give first priority to the rescue, relief and management of women, children, senior citizens and people with disabilities in view of the reality that they are most at risk in disasters. <\/p>\n<p><strong> <span style=\"color: #0000ff\">Resurrection and Zero Tolerance<\/span><\/strong><\/p>\n<p>A national campaign for more advanced and safe reconstruction of the collapsed structures should be started immediately. Also, we draw the attention of the government to take strict legal action against anyone involved in such activities as per the policy of &#8216;zero tolerance&#8217; as any tendency to black-markete, create artificial scarcity or misuse of relief during disasters is a serious crime against the nation. <\/p>\n<p><strong> <span style=\"color: #0000ff\">Climate Justice and Worldwide Responsibility <\/span><\/strong><\/p>\n<p>The increasing glacial lake outbursts and series of unnatural floods in the Himalayas are a direct effect of global climate change. Nepal&#8217;s contribution to this is negligible. We strongly raise the issue of such &#8216;loss and damage&#8217; that Nepal is facing in international forums and urge the government to make the international community and multilateral development partners responsible in accordance with the principles of climate justice. <\/p>\n<p><span style=\"color: #0000ff\"> <strong>International Community Support <\/strong><\/span><\/p>\n<p>We appeal to the United Nations, development partners, international non-governmental organizations, friendly countries, and the Nepali community abroad to provide humanitarian, technical and financial assistance for rescue, relief, rehabilitation and reconstruction after the loss of unimaginable damage. <\/p>\n<p><span style=\"color: #0000ff\"> <strong>Formation of &#8216;High Level All-Party Mechanism&#8217; for Long Term Solution<\/strong><\/span><\/p>\n<p>}<\/p>\n<p>It is imperative to find sustainable and long-term solutions to disaster management, reconstruction and risk reduction and not just short-term relief and response. Therefore, we have agreed to form a &#8216;parliamentary committee&#8217; to continuously advise, assist and monitor the government&#8217;s actions on post-disaster reconstruction, climate adaptation, timely improvement of national disaster policy. This mechanism will play an important role in policy reforms not only during crises but also by building national consensus on disaster preparedness and sustainable development agendas. <\/p>\n<p>The parties have highly honored the indomitable courage and dedication of the Nepal Army, Nepal Police, Armed Police Force, health workers, civil servants and all volunteers who have been working day and night to rescue the citizens without caring for their lives. The parties are determined to unite and transform this unimaginable national crisis into an opportunity for national reconstruction, preparedness and resilience. <\/p>\n<p>The meeting was called by Rastriya Swatantra Party (RSP) President Rabi Lamichhane.
