Kathmandu. The government has approved a new National Transport Policy, 2083. The meeting of the Council of Ministers on July 7 approved a new policy by scrapping the two-decade-old National Transport Policy, 2058 BS. <\/p>\n
The new policy prepared by the Ministry of Infrastructure Development has presented a long-term vision to make the transport sector of the country sustainable, safe, accessible to all, inclusive, green and technology-friendly. The new policy adopts a policy of linking road, railway, airways, waterways and ropeways to an integrated network and ensuring intermedia connectivity at major stations and terminals to promote multimodal transportation system. <\/p>\n
The goal is to move ahead in a phased manner to expand the system run on renewable energy such as tram and electric bus in the Kathmandu Valley and big cities. Technology-based management intelligence will institutionalize evidence-based decision making using artificial intelligence (QR, smart signals, digital data platforms) in transportation systems. Financial innovation and financial mechanisms such as public-private partnerships, infrastructure bonds, green finance, and potential gap filling fund will be operationalized in the construction and operation of AAS infrastructure. <\/p>\n
With the implementation of this policy, the general public will get a big relief directly and indirectly. As vehicle registration, license renewal and route permit services will be completely digital, the compulsion to stand in queues and tolerate middlemen will end. <\/p>\n
Pedestrians, cyclists, women, children, senior citizens and people with disabilities will have access to friendly roads and public transport. Travel time will be reduced with the implementation of underpasses, orderly routes and smart traffic signals in big cities. Passengers will be able to easily pay their fare and travel according to a unified timetable through a single smart card or digital means. The promotion of electric vehicles will have a positive impact on the health of citizens by reducing air and noise pollution in cities. <\/p>\n
The new policy has made road safety the main pillar to prevent the alarming situation in which an average of 7 people die in road accidents every day in Nepal. According to the policy, road safety audit, road safety audit and scientific investigation of accidents will be made mandatory while constructing and upgrading new roads. <\/p>\n
Regular engineering improvements will be carried out on priority basis by identifying the areas where accidents are high. A trauma care center, helicopter rescue and trauma hospital will be set up to ensure rescue and treatment of passengers immediately after the accident. Provisions have been made to provide incentives and legal protection to the citizens who immediately take the injured to hospital or rescue them. <\/p>\n
Artificial intelligence technology will be used in automated traffic regulation, speed governors, helmet and seat belt strictures, and alcohol consumption checks. Road safety education will be included from the school level, while driving training, examination and licensing system will be made skill-based and digital. <\/p>\n
The new National Transport Policy has outlined a clear roadmap to usher Nepal’s transport sector into a modern, green and safe era. Its success will depend on strong coordination and honest implementation between the federal, provincial and local governments. <\/p>\n
