Prime Minister Balendra (Balen) Shah has decided to use scissors in the dual facilities being given to retired employees to be appointed to constitutional office-bearers. <\/p>\n<p>Prime Minister Shah has made such preparations while bringing the bill designed to amend the Act-2053 BS related to remuneration, conditions of service and facilities of office-bearers of the constitutional bodies. The bill has been tabled in the House of Representatives today. <\/p>\n<p>Sub-section (1A) has been added by amending Section 3 of the main Act. &#8220;If any person receiving or is in a position to receive pension from the government treasury is appointed to the post of the chief office bearer or office bearer of a constitutional body, such person shall not receive the pension as long as he or she is in that position,&#8221; reads the bill. This provision has been added to the bill as it is necessary to remove the dual facilities as the person who is appointed to the post of office-bearer of the constitutional body will be entitled to salary, allowances and other facilities as well as pension while holding the post. <\/p>\n<p>Similarly, sub-section (1A) has been added after sub-section (1) of Section 18 of the main Act. This clause states that if an office-bearer of a constitutional body wants to add the total service period as per the Act, such an office-bearer shall have to return the pension amount received from the date of appointment to the post of office-bearer of the constitutional body to the federal consolidated fund and submit the compensation to the body adding such service period. It is mentioned in the bill that this provision has been added as it is necessary to make a clear provision in the Act to prevent the office-bearers of constitutional bodies from getting dual facilities. <\/p>\n<p>The Prime Minister also noted that there is also a practice of appointing retired civil servants in constitutional bodies. &#8220;It seems that the same person is entitled to dual facilities from the state treasury as the same person is entitled to dual facilities from the state treasury as the pension that is to be received by the office-bearers to be appointed in this way and also the facilities as per the prevailing law after being appointed,&#8221; he said. <\/p>\n<p>&#8220;If there is a situation where any official is seen to be availing dual facilities, it will result in weakening the people&#8217;s faith, confidence and confidence in the institution concerned,&#8221; Shah said in the bill. The erosion of faith and confidence in the institution is not in anyone&#8217;s interest.
