The federation on Tuesday met Finance Minister Swarnim Wagle and demanded the government to set up a separate fund to provide relief to the families of those injured in the accident.

A team led by FNCCI President Rajendra Bikram Baniya met Finance Minister Wagle and informed him that the budget for the fiscal year 2083/84 has included Rs 1 million for the insurance amount for the families of the deceased and Rs 300,000 for the treatment of the injured.

According to the Federation, the hospital bill for the treatment of those injured in public transport accidents reaches up to hundreds of thousands of rupees. According to the Federation, the insurance entrepreneurs and vehicle owners and related organizations are compelled to raise additional amount as the amount stipulated by the insurance directive does not cover the treatment expenses.

The federation has also demanded the government to establish a separate ‘Injured Relief Fund’ in the Act to mobilize additional compensation and relief to the families of those killed in the accident and to mobilize the funds collected from the entrepreneurs for the treatment and rehabilitation of the injured and disabled. The FNCCI has also urged the government to make necessary directives for the operation of the fund and make arrangements for the operation of the fund through the organizations.

During the meeting, Finance Minister Wagle said that he was positive regarding establishing a separate fund for relief works to address the issues not in the insurance law. He said that the insurance could move forward by making a directive that the amount that could not be covered by the insurance would be borne from such a fund and that only the businessmen or the government would have some responsibility in the operation of the fund.

Stating that its member organisations have been providing additional medical expenses and compensation to the accident victims as humanitarian services and relief, the FNCCI has also demanded exemption of such amount from Value Added Tax (VAT).

According to the FNCCI, since the amount collected by the organizations from its member entrepreneurs is spent on relief and humanitarian services, such transactions should be included in Schedule-1 of the Value Added Tax Act, 2052 BS and made arrangements for tax exemption.

During the meeting, Finance Minister Wagle said that although other tax rates could be changed, the provision related to VAT could not be changed immediately in the current fiscal year. He urged the FNCCI to hold discussions on the necessary issues by coming in contact some five months before the budget announcement.

Likewise, the FNCCI has also drawn the attention of the government towards the impact on trade and business of Tatopani border point, which is the main gateway to Nepal-China trade, which has been disrupted for long due to natural disasters. The Federation has drawn the attention of the government to bring the Tatopani border point into full operation even though the road was disrupted due to landslides following incessant rains, affecting revenue worth billions of rupees daily.

Kathmandu. The Federation of Truck Transport Entrepreneurs of Nepal has demanded the government to establish a separate fund for the relief and treatment of the victims of public transport accidents.
