KATHMANDU \u2014 The Supreme Court has endorsed the Information and Communication Technology Policy-2083 BS with the objective of making the Nepali judiciary fully technology-friendly and modern. The new policy has been implemented with the long-term goal of establishing e-judiciary by bringing comprehensive improvement in justice delivery and service delivery through electronic transformation. <\/p>\n<p>The policy has laid down a clear roadmap for restructuring the structural and managerial structure of the overall justice administration by adapting the traditional legal working style into a modern technology-based system. <\/p>\n<p>A separate Justice Innovation Centre will be established at the Supreme Court to address the complexities seen in judicial work and service delivery through technology. Artificial intelligence will be used in law and precedent, research and drafting. However, artificial intelligence will no longer interfere with direct judicial decision-making. <\/p>\n<p>The Information Security Management System will be implemented to make court data, archives and cybersecurity as high in line with international standards. In addition, a central data center, network operation center and security operation center will be operated.\u00a0The benches of all the courts will be equipped with modern information technology infrastructure and will be made technology-friendly. <\/p>\n<p>The new information technology policy has made arrangements to ensure speedy and transparent justice delivery by minimizing the physical presence of service seekers in the court and the hassle of legal hassles. <\/p>\n<p>An integrated &#8216;e-justice portal&#8217; will be developed in such a way that service seekers can avail services from their home or through digital centers at the local level without having to be physically present at the court. Through this portal, one can easily view e-filing, deadline, date, online payment and progress status of the case. <\/p>\n<p>The concept of &#8216;online court&#8217; will be implemented in such a way that cases like small claims, settlements and petitions can be heard outside the court hours or even on public holidays in the morning or evening. In addition, statements of inmates, inmates, distant witnesses or experts will be recorded through video conference. <\/p>\n<p>In line with the concept of open justice, arrangements will be made to telecast the court hearings live within the ambit of the policy and directives. This will increase transparency and public confidence in the judicial process.\u00a0A certified copy of a court file or document shall be obtained online from any court. This will eliminate the time taken to search for documents and the compulsion of the service recipients to visit unnecessarily. <\/p>\n<p>High priority will be given to the use of biometric system with national identity card and digital signature for verification in judicial work. <\/p>\n<p>The full implementation of the Judiciary Information and Communication Technology Policy-2083 BS is expected to speed up the disposal of cases at the courts, automate the cases and make the justice delivery system less costly, transparent and accessible to the citizens.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Kathmandu.
