The government has intensified preparations to bring a new umbrella law related to water resources to manage the management of water resources in line with the federal structure. KATHMANDU: The Ministry of Energy, Water Resources and Irrigation has completed the revision of the draft of the Water Resources Bill-2083 BS and is preparing to forward it for approval. <\/p>\n<p>The bill prepared with the objective of replacing the Water Resources Act, 2049 BS will provide a legal basis for the distribution of powers among the federal, provincial and local levels as stipulated in the constitution. After the promulgation of the new Act, the provinces and local governments will also be able to formulate separate laws according to their jurisdiction. <\/p>\n<p>According to the Ministry, the main objective of the bill is to ensure the conservation of water resources, multidimensional utilization and proper development. Along with this, the bill has also given priority to the reduction of water-induced disasters, sustainable use of water resources and integrated management. <\/p>\n<p>It has been proposed to make the secretariat of the Water and Energy Commission more empowered through the bill. According to the Ministry, preparations have been made to develop the secretariat as the main body for regulation of water resources, policy coordination and long-term planning. The Commission has been given additional responsibilities by expanding its existing jurisdiction. <\/p>\n<p>Along with the Act, the Ministry has also taken forward the task of formulating the necessary regulations in parallel so that it would be easy to implement the laws once they are passed. <\/p>\n<p>The government aims to pass the bill in the current parliament session. Preparations are underway to submit the draft of the bill to the Ministry of Law, Justice and Parliamentary Affairs and the Council of Ministers for approval within the third week of June. <\/p>\n<p>There has been confusion among different levels of government regarding jurisdiction, project approval and resource utilization due to lack of clear legal basis for water resources management as per the federal structure. The new bill is expected to institutionalize and systematize the development of water resources by removing such ambiguities.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Kathmandu.
