Kathmandu. \u00a0Experts and stakeholders have pointed out the need for policy reforms and an integrated plan to address the challenges of Nepal’s digital economy, energy sector and foreign investment. <\/p>\n
In a program organized by New Business Age at Soaltee Hotel on Friday, National Planning Commission member Prof. Dr. Sudan Jha, Tim Gochar of Dolma Impact Fund and Finance Secretary Dr. On the occasion, Ghanashyam Upadhyay and others talked about the steps to be taken for the prosperity of Nepal. <\/p>\n
Prof. Dr. Sudan Jha said that the government should emphasize on establishing its own large language model and data center. He said that there is a need to develop a system to bring the scattered services under one door and to inter-interact with the software among government institutions. <\/p>\n
He said that the capacity of 2200 MHz band is currently only 32-33 percent utilized, so it should be taken to its full capacity and there should be a separate tax policy for the IT sector and the benefits of AI should be utilized. <\/p>\n
Prof Jha is preparing to introduce digital doing and blockchain technology in tourism and other sectors to reduce corruption. He said that the government would set up a dialogue mechanism to build ‘citizen-centric’ projects directly reaching out to the citizens. <\/p>\n
Founder of Dolma Impact Fund Tim Gochar said that policy assurance is the main challenge to attract foreign investment in Nepal rather than the tax rate. He complained that the policy uncertainty here has made him unhappy when foreign investors invest in the expectation that they will be above treaties rather than domestic laws. Gochar, who is embroiled in a controversy over tax evasion, said, “Stability in tax policy should be ensured if we want to bring in big investment.” <\/p>\n
He also showed the possibility of bringing investment from the international market through bonds by managing the risk above Nepal’s ‘Double B Minus’ credit rating through insurance protection. However, he argued that it would be difficult to bring in new investors until the process of withdrawing and exiting investment was smooth. <\/p>\n
According to him, there is a huge potential to sell service to India and Bangladesh by setting up data centers in the high mountains of Nepal with low power consumption. For this, it has been suggested that the ‘one-door system’ should be made effective by removing 17 cumbersome government approvals. <\/p>\n
Finance Secretary Dr. Likewise, Minister of State Ghanashyam Upadhyay said the upcoming budget would give priority to digital revolution, good governance and non-resident Nepalis. The government has adopted a strategy of consolidating scattered infrastructure and mobilizing private sector capital in public infrastructure. <\/p>\n
One of the hydropower producers who participated in the program drew the attention of the Finance Secretary saying that there are some serious problems in the energy sector. Power Purchase Agreement (PPA) for projects with a capacity of 16,000 MW has been stalled. Drawing the attention of the Forest Ministry that 42 files related to electricity transmission and hydropower projects have been pending at the Ministry for long, he said this has caused delay in the construction of infrastructures.
