Two members of the Council of Ministers led by Prime Minister Balendra Shah have resigned from their posts in a short span of time. <\/p>\n<p>Rastriya Swatantra Party (RPP) Chairman Rabi Lamichhane and Prime Minister Balendra Shah have been criticized for their decision-making ability to pick Cabinet members. <\/p>\n<p>Minister for Labour, Employment and Social Security Dipak Kumar Sah and Home Minister Sudhan Gurung have resigned from their posts on Tuesday. Of them, Gurung got a full 26 days as a minister while Shah got only 13 days. <\/p>\n<p>Sudhan Gurung, the founder of an NGO named &#8216;Hami Nepal&#8217;, who appeared in the guise of a volunteer during the protests on the streets of Kathmandu on September 23 and 24, 2082, came into the limelight in a short time. He was elected to the House of Representatives from Gorkha by leading the formation of an interim government and the entry of former mayor of Kathmandu Metropolitan City Balendra Shah into the Rastriya Swatantra Party. <\/p>\n<p>Soon after assuming the post of minister, news about Gurung&#8217;s background and style started appearing in the media. It was revealed that the private vehicles used by him for government work were in the name of a businessman and later in the name of a housing apartment. Following this, the media started publishing evidence one after another against Gurung alleging that he had any interest in the money laundering case of Himalayan Reinsurance, share investment in a micro-insurance company, distribution of commission to the reinsurance broker of Himalayan Reinsurance, and other money laundering cases. <\/p>\n<p>Gurung has been embroiled in controversy after revelations about the purchase of promoter shares of Star Micro Insurance and Crest Micro Insurance and Dipak Bhatta&#8217;s interest in both these companies, the ownership of the land beyond the limit and the construction of the resort by encroaching on the land of Pokhara Fewa Lake. <\/p>\n<p>Gurung had been complaining that he was in the media trial for intensifying his anti-corruption activities. <\/p>\n<p>Another minister, Dipak Kumar Sah, had a similar complaint. Although it was said to be a media trial, the party itself took disciplinary action against Shah and removed him from the post of minister. However, it is speculated that the party has suggested Gurung to resign and leave the party to avoid being affected by the investigation into the allegations against him. <\/p>\n<p>Sah was relieved of his ministerial berth after he was denied a chance to clarify his wife&#8217;s reinstatement as a member of the Health Insurance Board. He was sacked by Prime Minister Shah after the Rastriya Swatantra Party decided to remove him from the post on the recommendation of the disciplinary committee. <\/p>\n<p>Soon after Sah was sworn in as the minister, he was taken into police custody for his involvement in a controversy over passing the medical entrance examination. However, even though he was acquitted by the court in this dispute, he had become a victim of severe criticism even before he was acquitted due to the tendency to make any issue viral on social media. <\/p>\n<p><span style=\"color: #0000ff\"><strong>Message from the exit of the two ministers<\/strong><\/span><\/p>\n<p>}<\/p>\n<p>After the formation of the newly formed government, which has received a mandate of zero tolerance against corruption, there has been an improvement in the public service in a way that the general public can feel. The service delivery of the services of thousands of people including land revenue, transport, passport, citizenship and district administration office has increased. <\/p>\n<p>The removal of ministers immediately after being accused or forced to resign sends a message that the government is firm in its zero-tolerance policy against corruption. It has taught moral lessons to other ministers and lawmakers and made clear the importance of transparency. However, it has also sent a message that instead of taking to the streets and performing stunts on social media, it is only the responsibility of the ministers to make policy decisions and efficiently mobilize the state machinery. <\/p>\n<p>Balendra Shah, who transitioned from mayor to prime minister, was not seen on the streets except during the campaign to demolish the buildings of Norvic Hospital and Alphabetta. He did not sweep the road with a broom like the mayor of Birgunj. He did not face a public hearing. He made his presence felt by making policy decisions.
