It has been concluded that the Genji agitation of September 23 and 24 was the result of structural weakness in social, economic and good governance.

This conclusion has been drawn in the book ‘Understanding the Genji Movement: Root Cause, Road to Real and Strong Nepal’ prepared by the Central Department of Economics of Tribhuvan University released by the Ministry of Finance today. The movement of the Genji generation, which is technology-friendly, educated and actively connected through social networks, has not only come as an accidental or emotional revolt but also as a result of the social, economic and good governance structures that have been entrenched in the Nepali society since the past.

The roadmap shows that youths’ discontent has deepened due to weak governance system, political instability, gap between policy and implementation, institutional incompetence and under-representation of youths in various state bodies. “Corruption, unemployment, underemployment, low wages, lack of a production-oriented economy and limited opportunities for entrepreneurship make young people feel that their future in the country is insecure,” the report said.

Similarly, rampant corruption and lack of accountability are the main reasons for the protests. “Since most of the youths who participated in this movement were not involved in the previous movements, it can be understood as an organized explosion of the new generation,” the roadmap concludes, adding, “Despite being leaderless, digital platforms and social media have played a decisive role in making the movement broader and more organized.” The main reasons for loss of lives and property during the agitation were government’s weakness, lack of communication and inability to take appropriate decision on time. ’

Similarly, the movement has brought about changes in the internal structure and social thinking of the political parties and the new generation has started appearing active in politics. “Although economic damage is seen in the economy in the short term, it is necessary to prepare a long-term development strategy and take it on the path of reconstruction,” the road map states, adding that active participation of private and government sectors is necessary for this. ’

Social work-based suggestions

}

The political leadership’s lack of loyalty to the nation and the country, and the luxurious lifestyle of the political leaders and their descendants and relatives seem to have diminished the trust of the Genji generation towards the political leadership and aroused resentment towards the political environment. The person who takes the political leadership should be honest towards the nation. Their lifestyle should be as simple as that of ordinary citizens. It is important to understand that politics is more of a sacred work for nation building and national service than a profession. Therefore, it is necessary to think of the political parties in this direction.

Political appointments are made only by the relatives and relatives of the leadership, which seems to have aroused the disgust of the younger generation towards the social environment. This is why the revolt has arisen. Therefore, such appointments should be made to qualified persons on the basis of open competition and not on the basis of family.

Nepal’s education system is not based on employment and it has become a social reality that even after having higher education, there is no employment according to the qualification. Unemployed people have leisure and frustration. So they join the revolt and get involved. Therefore, it is necessary to make education skill-oriented and employment-oriented.

The inability of the marginalized people of the society to integrate into the mainstream of development is a social problem. These marginalized people are not able to live a comfortable life while integrating into the mainstream of development. Therefore, their anger towards big hotels and commercial buildings seems to be expressed. Therefore, it is necessary to make arrangements for livelihood by including the marginalized people of the society in the mainstream of development.

Suggestions based on economic reasons

}

Unemployment is a major problem in Nepal.TAG_OPEN_li_43 The Genji generation has seen the reality of millions of people going abroad for lack of employment at home. Therefore, it seems that this generation has not seen a secure future, so they have joined the movement. Therefore, development needs to be employment-based. Investment by the nation and the private sector needs to be job creative.

Low wages and economic instability are another problem in Nepal.TAG_OPEN_li_42 It is difficult to find the lifestyle that the Genji generation envisioned at this wage. A lifetime of honest earnings cannot afford to build a house or buy an ordinary vehicle. At the same time, the lifestyle of their friends and relatives who have gone abroad seems to be much higher than that of those who work here. Which has drawn their mindset towards rebellion. Therefore, it is necessary to increase the wage rate for the existing employment opportunities.

There is a huge gap in the distribution of income between the rich and the poor in Nepal.TAG_OPEN_li_41 During the Jenji movement, low-income and backward communities also seem to have joined the wave of protests. They have been found involved in looting and vandalizing departmental stores, hotels and industrial establishments. Therefore, the gap between the haves and have-nots should be bridged by bringing the low-income class into the mainstream of development.

Economic activity has slowed down as the processes related to enterprise, investment and service delivery have become highly complex and time-consuming. Therefore, the services related to licensing, registration, tax and investment should be made easy, transparent and timely by implementing a one-stop, short paperwork and complete digital system.

Policy instability is counterproductive to the economy. Unsustainable policy adversely affects business expectations. Therefore, economic policies should be stable for at least 5 years.

Suggestions based on good governance

The bureaucracy in the service delivery agencies is cumbersome, time-consuming, and cumbersome. The countrywide arson and vandalism in the land revenue payment office, tax and service fee payment office, licensing office, municipalities and rural municipality offices can be taken as a symbol of this. Therefore, it is necessary that the service work in the offices providing the service should be very easy, transparent, fast and people-friendly. There should be no commission and bribery in such places.

The lack of a one-door system in the

service system was one of the reasons for public outrage. The services provided to the business owners should be based on a one-door system. Similarly, organization registration, institution cancellation, land revenue, tax and service charges, permissions etc. should be provided from one place.

The employees working in the service delivery should still provide simple, easy, responsive and as fast as possible service to the service recipient.

Kathmandu.
