Every vehicle on the road is not only a machine, but it also carries with it a responsibility. The responsibility is to follow the rules and compensate for the damage in the event of an accident. But in India, the reality seems to be different. Millions of cars in India are running without insurance. <\/p>\n<p>Recent statistics tabled in the Indian Parliament show that about 44 percent of vehicles are uninsured. This means that almost one out of every two vehicles runs outside the legal framework. This means that a large number of such vehicles can be involved in road accidents. This makes it difficult for victims to get compensation. <\/p>\n<p>Now the question is not only about breaking the rules but also about who will compensate such vehicles in case of accidents. This has now become a headache for the Indian government. <\/p>\n<p>Replying to a question in the Rajya Sabha, Road Transport and Highways Minister Nitin Gadkari said, &#8220;This data has been collected on the basis of vehicle database. This figure is based on information about active vehicles as of March 6. This takes into account their registration and fitness status. \u2019<\/p>\n<p>Under the Motor Vehicles Act of India, third-party insurance is mandatory for every vehicle. Section 146 of the Motor Vehicles Act, 1988 requires the use of third-party insurance in any public place. If a motor vehicle is found to be operating without insurance, fines and other penalties are imposed under Section 196. Despite this, this rule is not fully implemented in India. <\/p>\n<p>In response to this problem, the Ministry of Road Transport and Highways has issued several advisories to all states and union territories. The ministry has asked the states to strictly enforce the rules and launch awareness campaigns. <\/p>\n<p>The Government of India is also emphasizing the adoption of technological measures such as digital authentication to easily identify uninsured vehicles. However, the primary responsibility for enforcing these rules lies with the states. <\/p>\n<p>According to the government, some rules have been established to provide relief to the victims if the accident involves an uninsured vehicle. In such cases, the victims can claim compensation under Section 164 or 166 of the Motor Vehicles Act. In addition, assistance is also provided under the Central Motor Vehicle Rules. <\/p>\n<p>In addition, the victims are provided assistance through the Vehicle Accident Fund. The rules for this fund were updated in January 2026. Separate accounts have been created for accidents involving uninsured vehicles and hit-and-run incidents. <\/p>\n<p>These funds provide assistance for the treatment and compensation of those injured in accidents.
