The progress of the national pride infrastructure development projects that have been under construction for many years has been mixed.

Fiscal Year 2081 published by Nepal Rastra Bank. According to the Economic Review Report of 2082, some projects are nearing completion while some are stuck in the construction stage for decades.

Fiscal Year 2081. According to the details up to 82 years, there has been a significant expansion in the total road network in Nepal. During this period, 1,235 km of blacktopping, 287 km of gravel and 301 km of new track were constructed.

Progress Details of Major Projects:

Fast Track: The Kathmandu-TAG_CLOSE_span_32 Tarai Madhes Expressway (Fast Track), a project of strategic importance, has only 37.60 percent total as of Chaitra 2083. The physical progress of the project which was targeted to be completed by mid-April 2083 is not satisfactory. Although the Nepal Army is leading the way, its cost has increased to Rs 211.93 billion every year due to slow progress. Its cost was initially estimated to be Rs 175 billion.

The NA has been claiming that the construction of the project has been slow due to dillydallying by the Forest Ministry in clearing trees, distribution of compensation and disputes over compensation.

Pushpalal (Mid-Hills) Highway: Out of the total target of 1879 km, 1510.86 km has been blacktopped. This project is 2084. The target is to complete it by 85 years.

Madan Bhandari Highway: Out of 1,39 TAG_CLOSE_span_30 0 kilometers, 959 kilometers have been blacktopped while 198 out of 215 bridges are under construction.

New dimension in irrigation and tunnel:

}

The Bheri-Babai diversion project, the first of its kind multipurpose projects in Nepal, has made 60 per cent physical progress. Similarly, the physical progress of Siddhababa tunnel way in Palpa has reached 57.51 per cent. The digging of the main tunnel is currently underway.

Towards the irrigation sector, the Ranijamara Kulariya Irrigation Project has achieved 74.76 per cent physical progress while the financial progress is 69.55 per cent. Similarly, Babai Irrigation has achieved 82.27 per cent physical progress and 81.58 per cent financial progress. Both projects have raised some hope. Although the project was started in 2045 BS, it is still limited to 44.23 percent progress.

A careful analysis of the progress report published by the Nepal Rastra Bank on the basis of data from the Department of Roads and the Department of Irrigation reveals an alarming trend in Nepal’s big infrastructure projects: deadline overruns and cost overruns.

Sikta Irrigation and Babai Irrigation Projects. 2045. It started with 46. The fact that these projects have not been completed even after nearly three-and-a-half decades is a testimony to the poor implementation capacity of the state. The target of completion of Sikta is 2089. Reaching 90 indicates that an entire generation has been deprived of irrigation facilities.

Huge increase in cost:

The financial burden on the state has increased exponentially due to the project. The initial cost of the Postal Highway was Rs 47.24 billion which has now been revised to Rs 65.20 billion. Similarly, the construction cost of the Kathmandu-Tarai Expressway has increased from Rs 111 billion to Rs 211 billion. It is sure to increase further.

Contract Management and Technical Challenges:

According to the progress report published in the report, contracts for construction of 228 kilometers of roads and 15 bridges along the Postal Highway are yet to be completed. The physical progress of the Narayanghat-Butwal road section is only 69 per cent even after extending the deadline for the fourth time. This has exposed the dilly-dallying of contractors and the weakness of government regulation.

Due to the lack of timely completion of national pride projects, they are becoming white elephants rather than pride.

Kathmandu.
